Thomas Gallagher
Tom Gallagher leads the three hospitals collectively known as the South Market for the Seton Family of Hospitals. He joined the Seton Family as chief financial officer in 1983 after 12 years with a national independent accounting firm. After serving as Seton’s CFO for 14 years, he assumed the role of senior vice president for Business Development. Currently he oversees Seton Medical Center Hays in Kyle, Seton Southwest Hospital in southern Travis County and Seton Edgar B. Davis in Luling.
In addition, he is responsible for the evaluation and development of all Seton joint venture opportunities and governance oversight of those joint venture operations, legal services, real estate transactions and medical office building development and operations.
A Certified Public Accountant, Tom received his undergraduate degree in accounting from Indiana University. He serves as the chair of the Austin Community College Foundation Board of Trustees, is a board member of the Greater Austin Chamber of Commerce and represents the Seton Family on several joint venture governing boards.
Vice President and Chief Operating Officer
Herbert A. Dyer
Herb Dyer is the project executive for the Seton Medical Center Hays development project, which is nearing completion. He is responsible for coordinating architectural and general contractor planning, cost estimates, development of multi-year pro forma financials, philanthropy, community interface and physician and staff recruitment. Once the hospital opens, he will assume his operating management role as chief operating officer of SMCH. He has extensive executive experience in strategic planning, fiscal management and organizational operations in several non-profit hospital systems. Prior to his relocation to Central Texas, he was associate executive director for Health and Hospital Corporation of New York City. A graduate of Baruch College in New York, New York, Herb also holds a master's degree in Public Administration.
Vice President Medical Affairs
Patrick Garcia, MD
Patrick Garcia, MD, is the Vice President of Medical Affairs for Seton Medical Center Hays. He joined the Seton Family of Hospitals in 1996. Board certified in Internal Medicine, Dr. Garcia graduated Magna Cum Laude from St. Edward’s University, and attended medical school at the University of Texas Medical Branch in Galveston. He completed his residency with the Central Texas Medical Foundation (now University of Texas Physicians, Central Texas) at University Medical Center Brackenridge where he became Chief Resident and then an attending physician. Dr. Garcia has also served more than eight years as the director of University of Texas Physicians, Central Texas Transitional Residency Program.

Chief Nursing Officer
Nikki Rivers, RN, CNA, BSN, MBA
Nikki Rivers is the CNO of the southern region including Seton Medical Center Hays, Seton Southwest and Seton Edgar B. Davis. Ms. Rivers brings more than 18 years of nursing management and experience to this role. Ms. Rivers joined the Seton Family in 1998 as the Director of Surgical Services for University Medical Center Brackenridge. She then served as Director of Mission Control from 2001-2002.
